CA SB1065

Establishes the California Abandoned and Derelict Commercial Vessel Program within the Natural Resources Agency, administered by the State Lands Commission, to identify, prioritize, and fund removal of abandoned and derelict commercial vessels from state waters.

Requires the State Lands Commission to create an inventory of abandoned and derelict commercial vessels by July 1, 2024, and develop a prevention and removal plan by July 1, 2025.

Creates the California Abandoned and Derelict Commercial Vessel Program Task Force consisting of representatives from state agencies (Fish and Wildlife, Toxic Substances Control, Parks and Recreation, Water Resources Control Board) and local governments to provide policy guidance and develop vessel removal prioritization systems.

Prohibits commercial vessels at risk of becoming derelict from occupying state waters, with violations subject to civil penalties of $1,000 to $5,000 per day; 75% of collected penalties fund the program trust fund and 25% goes to prosecuting attorneys.

Establishes the California Abandoned and Derelict Commercial Vessel Program Trust Fund to receive legislative appropriations, civil penalties, and grants for funding vessel removal and disposal operations.
