Establishes the California Farmworkers Drought Resilience Pilot Project to provide monthly unconditional cash assistance (supplemental pay) to eligible households containing at least one farmworker.

Requires the State Department of Social Services to administer the program by awarding grants to eligible entities that commit to securing nongovernmental funding equal to at least 50% of the grant amount received.

Prohibits supplemental pay from being counted as income or resources for determining eligibility for state, local, or federal means-tested benefit programs, and requires state agencies to seek federal exemptions or waivers as needed.

Requires an independent research institution to establish outcome measurements and the department to submit an evaluation report to the Legislature by December 31, 2026, including data on household income, employment, housing status, and program barriers.

Excludes supplemental pay from gross income for personal income tax purposes and repeals all provisions of the pilot project on January 1, 2027.
