Prohibits cities, counties, and city-counties from imposing minimum automobile parking requirements on housing development projects located within one-half mile of public transit.

Allows local governments to impose parking requirements if they make written findings within 30 days that not requiring parking would substantially negatively impact the jurisdiction's ability to meet regional housing needs for low/very low-income households, special needs for elderly or disabled persons, or existing residential/commercial parking.

Creates exceptions to the prohibition for developments that dedicate at least 20% of units to very low, low, or moderate-income households, students, elderly, or persons with disabilities; contain fewer than 20 units; or are already exempt from parking requirements under other state law.

Does not reduce or eliminate requirements for electric vehicle charging spaces or accessible parking spaces for persons with disabilities.

Adds violations of these parking requirement provisions to enforcement mechanisms under state housing law, allowing the Department of Housing and Community Development and Attorney General to take action against non-compliant jurisdictions.
