Adds oxycodone and fentanyl to the list of controlled substances in Health and Safety Code Section 11370.1, making it a felony punishable by 2, 3, or 4 years imprisonment to unlawfully possess these substances while armed with a loaded, operable firearm.

Adds oxycodone and fentanyl to Health and Safety Code Section 11550, making it a crime punishable by county jail or state prison to be unlawfully under the influence of these substances while in immediate personal possession of a loaded, operable firearm.

Persons convicted under the new firearm-related oxycodone and fentanyl provisions are ineligible for diversion or deferred entry of judgment.

Makes technical gender-neutral language changes by replacing "he or she" and "his or her" with "they" and "their" in existing provisions.

Specifies that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution, as the bill only creates new crimes.
