State Air Resources Board must prepare an evaluation by June 1, 2024 on hydrogen and green hydrogen policy recommendations to achieve California's climate, clean energy, and clean air objectives.

Evaluation must include strategies for hydrogen infrastructure, analysis of emissions reductions potential, regulatory recommendations, life-cycle greenhouse gas emissions analysis, and workforce development considerations in consultation with the California Workforce Development Board and labor organizations.

Energy Commission must study and model hydrogen's potential role in decarbonizing electrical and transportation sectors in its 2023 and 2025 integrated energy policy reports to support state climate and clean energy goals.

Public Utilities Commission, State Air Resources Board, and Energy Commission must consider green electrolytic hydrogen an eligible form of energy storage and evaluate other potential uses of green electrolytic hydrogen in their decarbonization strategies.
