California Highway Patrol must evaluate sound-activated enforcement devices from at least 3 different companies to assess their effectiveness in detecting excessive vehicle noise violations.

Department must submit a comprehensive report to the Legislature by January 1, 2025, including device effectiveness, false positive rates, serviceability, technological capabilities, and recommendations on whether to authorize use of such devices.

Department shall delete all videos within 5 days of recording, except for 15 sample videos per company needed for the report, and must not retain any recordings containing audio of persons speaking.

Information collected by sound-activated devices that could identify individuals or their locations is confidential and cannot be disclosed to other agencies or officials except as required by law, court order, or subpoena.

Sound-activated enforcement devices must record audio and high-definition video in two directions, automatically trigger on excessive noise, and conform to International Electrotechnical Commission accuracy standards.
