Declares that every human being in California has the right to access sufficient affordable and healthy food as established state policy.

Requires the State Department of Social Services, Department of Food and Agriculture, and State Department of Public Health to consider this policy when revising or adopting policies, regulations, and grant criteria related to food and nutrition assistance distribution.

Mandates the State Department of Social Services to submit a report to the Legislature by January 1, 2023, addressing food assistance usage, barriers to access, state actions to address barriers, and recommendations to increase availability of affordable and healthy food.

Requires the report to analyze California's food supply capacity under changing climate conditions, identify climate-resilient crops, and make recommendations on land use shifts and other measures to ensure food security.

Specifies the bill does not obligate the state to provide additional food assistance or fund new food infrastructure development.
