Repeals existing Vehicle Code Section 1810 that allowed the Department of Motor Vehicles to permit inspection of vehicle registration and driver's license information for a fee not exceeding actual costs.

Prohibits the Department of Motor Vehicles from selling or permitting inspection of vehicle registration and driver's license information.

Exempts from the prohibition inspection by law enforcement officers, inspection pursuant to court order, and statistical information previously compiled and distributed by the department.

Makes legislative findings that protecting the privacy of vehicle owners and driver's license holders from public disclosure outweighs the interest in public disclosure of their personal information.
