Requires county human services agencies to refer pregnant CalWORKs recipients to perinatal home visiting services administered by county public health agencies or home visiting providers, effective October 1, 2023.

Authorizes counties to require homelessness avoidance case plan participation for recipients qualifying a second time in 24 months only if the county provides a housing navigation caseworker and housing case management services, effective October 1, 2023.

Expands the definition of homelessness to include families receiving any notice that could lead to an eviction, not just notices to pay rent or quit, effective July 1, 2024.

Clarifies that domestic violence includes abuse by a roommate, parent, or child with whom the person was living.

Provides that no state appropriation shall be made to reimburse counties for implementation costs, though counties may seek reimbursement through the state mandate claims process if the Commission on State Mandates determines costs were mandated by the state.
