Prohibits foreign governments from purchasing, acquiring, leasing, or holding interests in agricultural land in California on and after January 1, 2023, with violations rendering transfers void.

Exempts agricultural land held by foreign governments before January 1, 2023, and exempts federally recognized Indian tribes and their government units and enterprises from the prohibition.

Requires the Department of Food and Agriculture to compile and publish an annual report by March 31 of each year beginning in 2023 detailing foreign ownership of agricultural land, water rights, and energy facilities in California.

Mandates the annual report include information on foreign-owned agricultural land usage, 10-year ownership trends, food security impacts, and policy recommendations, with legislative recommendations delivered to the Governor and relevant legislative committees.

Becomes operative upon legislative appropriation of funds to cover costs of data compilation, printing, and mailing the report; takes effect immediately as an urgency statute.
