Amends Section 38590.1 of the Health and Safety Code to include pollutants from the Salton Sea as air toxic and criteria air pollutants eligible for Greenhouse Gas Reduction Fund spending priorities.

Adds Section 39719.3 requiring that any moneys appropriated from the Greenhouse Gas Reduction Fund for Salton Sea ecosystem restoration be deposited into the Salton Sea Restoration Fund.

Maintains existing legislative intent that Greenhouse Gas Reduction Fund moneys from auction or sale of allowances be appropriated toward seven specified priorities, now explicitly including Salton Sea pollutants under the first priority.

Section 38590.1 remains in effect only until January 1, 2031, unless extended by later legislation.
