Requires at least one regional center representative authorized to make binding decisions on services be included in the planning team for individual program plans (IPPs).

Mandates that changes to IPPs occur through in-person program planning meetings with real-time participation of the consumer or their parents/guardian/conservator, unless specific written consent conditions are met.

Allows consumers or their representatives to attend internal regional center meetings regarding service purchases, with at least seven days' notice required.

Transfers fair hearing authority from regional centers to the State Department of Social Services, which will contract for independent hearing officers with required training on developmental disabilities law and best practices.

Establishes procedures for rehearing requests within 30 days of final decisions, compliance reporting when decisions favor claimants, and collection of fair hearing data by race/ethnicity and regional center for public reporting.
