Department of Cannabis Control must adopt regulations by July 1, 2025 requiring cannabis and cannabis product labels and inserts to include a clear and prominent warning about risks that cannabis use may contribute to mental health problems, in addition to existing warnings.

Department must create and post a single-page brochure by January 1, 2024 that includes safer use steps, recommendation for new users to start with lower doses, dangers of illegally sold cannabis, and warnings about pregnancy, mental health risks, driving, and effects of high-THC products.

Retailers, microbusinesses, and delivery persons must offer each new consumer a copy of the brochure at first purchase or delivery on or after March 1, 2024, with brochures visibly available at point of service.

Department must reevaluate the warning regulations every five years beginning January 1, 2030 in consultation with the State Department of Public Health and University of California to determine if they reflect evolving science on cannabis health effects and effective warning communication.

Cannabis products manufactured before July 1, 2025 may be sold through July 1, 2026 without complying with new labeling requirements.
