Establishes the Office of Freight within the Governor's Office of Business and Economic Development (GO-Biz) to coordinate growth, competitiveness, and sustainability of California's freight and ports sector.

Requires the Governor to appoint a director for the Office of Freight with experience in commerce, trade, and supply chain management to oversee operations, facilitate supply chain collaboration, and advocate for freight industry interests.

Mandates the Office of Freight to prepare a comprehensive assessment of statewide freight sector economic growth, competitiveness, resiliency, and sustainability by December 31, 2024, with updates every 5 years thereafter.

Requires the Office of Freight to meet with state agencies (California Transportation Commission, Transportation Agency, Department of Transportation, State Air Resources Board) as needed to address freight and supply chain issues, and may establish stakeholder advisory groups.

Directs the Transportation Agency to incorporate findings from the freight assessment into the state freight plan beginning with the plan due by December 31, 2029, and requires GO-Biz to use the assessment to inform development of the state's international trade and investment strategy.
