• Establishes the San Diego Regional Equitable and Environmentally Friendly Affordable Housing Agency (SD REEF) to increase equitable and environmentally friendly housing supply in San Diego County through regional funding and technical assistance.

• Authorizes the agency to raise revenue through parcel taxes, business taxes, commercial linkage fees, documentary transfer taxes, and general obligation bonds subject to voter approval.

• Requires revenue distribution with 50% administered regionally by the agency and 50% allocated to local jurisdictions, with minimum allocations to housing production (40-50%), preservation (10%), and rental protections (5-15%).

• Establishes a 6-member board representing SANDAG subregions, an advisory committee of up to 18 members, and an Inspector General to oversee agency operations and ensure compliance with affordability and sustainability requirements.

• Requires all construction projects funded by the agency to pay prevailing wages and mandates the agency execute a countywide project labor agreement with the San Diego County Building and Construction Trades Council before placing any revenue measure on the ballot.
