Prohibits courts from denying petitions for criminal record dismissal or reduction based on unfulfilled restitution orders or restitution fines under Penal Code Sections 17, 1203.4, 1203.4a, 1203.4b, 1203.41, 1203.42, and 1203.45.

Specifies that unpaid restitution or restitution fines cannot be grounds for finding a defendant failed to fulfill probation conditions or dismissing petitions for relief in the interest of justice.

Adds Section 1210.6 to establish that unfulfilled restitution orders shall not prevent relief eligibility for persons whose probation was conditioned on victim restitution.

Removes the prohibition preventing parolees or inmates subject to unsatisfied restitution orders from being released on parole to other states (repeals Section 11177.2).

Finds that restitution debt disproportionately affects Black and Brown communities, indigent individuals, and women, and that record clearance improves employment and housing opportunities, supporting public safety.
