Extends the deadline for electrical corporations to collectively procure 125 megawatts from existing bioenergy projects from December 1, 2016 to December 31, 2023, with financial commitments of 5 to 15 years.

Requires at least 80 percent of bioenergy facility feedstock to come from sustainable forestry management, with at least 60 percent from Tier 1 and Tier 2 high hazard zones designated by the Department of Forestry and Fire Protection.

Exempts certain local publicly owned electric utilities from procurement requirements if they previously entered into 5-year financial commitments and have contracts with facilities in bankruptcy or projects not delivering energy to them.

Requires all new bioenergy contracts or extensions of 5 years or longer to meet emission limits equivalent to or more stringent than the applicable best available retrofit control technology as determined by local air districts.

Extends the biomass contract renewal requirement from December 31, 2023 to December 31, 2028, requiring entities to seek amendments adding 5 additional years to expiring contracts.
