Requires manufacturers to mark trash receptacles and storage containers with reflective tape on each side, effective January 1, 2025, if designed to be placed on roadways or curbs.

Requires owners (other than manufacturers) to mark trash receptacles and storage containers with reflective tape on each side, effective January 1, 2026.

Specifies reflective markings must be fluorescent yellow high-performance retroreflective sheeting (ASTM D4956-13 Type IX) placed vertically at each corner, minimum 6 inches wide and 4 feet long.

Requires owners to clearly label trash receptacles and storage containers with the owner's name and current telephone number.

Violations are infractions punishable by $100 for first violation, $500 for second violation, and $1,000 for third and subsequent violations; applies only to receptacles longer than 3 feet and taller than 4 feet.
