Commission on Teacher Credentialing must revise administrative services credential standards by January 1, 2024 to strengthen preparation for inclusive learning environments, universal design for learning (UDL), and related disability law compliance.

Administrator preparation programs must ensure faculty are trained in UDL, multitiered systems of supports, coteaching, disability history, and evidence-based inclusive practices.

State Department of Education must develop joint guidance by March 31, 2024 (contingent on appropriation) clarifying staffing of inclusive classrooms, case management, and recommendations for removing statutory barriers to inclusive placements.

State Department of Education must train Instructional Quality Commission members on UDL principles by June 30, 2023, and the commission shall assess whether instructional materials submitted for state adoption incorporate UDL strategies.

Protections established for deaf, hard of hearing, blind, visually impaired, and deaf-blind students to ensure placement decisions provide full access to language and specialized settings remain as least restrictive environment options.
