Requires the Department of Industrial Relations to include gender data in its annual survey of individuals in apprentice agreements, in addition to existing ethnic derivation data.

Establishes a Women in Construction Priority Unit (upon legislative appropriation) to coordinate efforts across department divisions and maximize state and federal funding for women and nonbinary individuals in the construction workforce.

Requires the Director of Industrial Relations to convene an advisory committee by July 1, 2023, composed of representatives from labor unions, construction employers, nonprofits, and relevant state agencies to make recommendations advancing the unit's objectives.

Tasks the unit with assisting women and nonbinary construction workers through recruitment and retention materials, website resources, leadership training, and workplace culture improvement initiatives for employers and public agencies.

Authorizes the unit to establish interagency agreements with other state agencies (upon request and approval by the Secretary of Labor and Workforce Development) to promote recruitment and retention of women and nonbinary individuals in construction.
