Expands the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy's territory to include the Dominguez Channel watershed and Santa Catalina Island, in addition to existing San Gabriel River, lower Los Angeles River, San Gabriel Mountains, Puente Hills, and San Jose Hills areas

Adds the Dominguez Channel watershed (bounded by Manchester Boulevard to the north and Los Angeles and Long Beach Harbors to the south) and Santa Catalina Island (including the City of Avalon) to the conservancy's defined territory

Requires the conservancy to update its San Gabriel and Lower Los Angeles Parkway and Open Space Plan to include conservation priorities and enhanced public use recommendations for the Dominguez Channel watershed and Santa Catalina Island

Expands the conservancy's purposes to include acquiring and managing public lands within the Dominguez Channel watershed and Santa Catalina Island for open-space, recreational, educational, and watershed improvement uses

Approved by the Governor on September 28, 2022, and effective immediately upon filing with the Secretary of State
