Establishes the Resilience Navigators Program within the Integrated Climate Adaptation and Resiliency Program by July 1, 2023, to provide information and guidance on state financial assistance for climate resilience projects including wildfires, extreme heat, floods, drought, and sea level rise.

Requires the Office of Planning and Research to develop and maintain an interactive online resource listing all state climate resilience financial assistance programs, including administering agencies and application processes, updated annually.

Mandates outreach to vulnerable communities as defined in existing law to inform them about available state financial assistance programs for climate resilience.

Requires the Natural Resources Agency to create an interactive website by January 1, 2024 displaying California's climate adaptation strategy including priorities, goals, actions, metrics, timeframes, lead agencies, and funding amounts for supported projects.

Directs the Natural Resources Agency to develop science-based methods for measuring and reporting the performance and outcomes of state climate adaptation investments on the required website.
