Expands the Address Confidentiality for Reproductive Health Care Service Providers program to allow applicants to submit their own certified statement of threats or violence instead of requiring certification from the facility, and adds a new option to submit a workplace violence restraining order.

Creates a new address confidentiality program for public entity employees and contractors who face threats, violence, or harassment from the public because of their work, requiring in-person applications at designated community assistance programs with counselor meetings.

Establishes confidential voter status eligibility for participants in the expanded address confidentiality programs, allowing their residence address, telephone number, and email address to be declared confidential.

Eliminates the requirement to post precinct board members' names in election materials, while still requiring publication of their political party preferences.

Requires the Secretary of State to submit annual reports on applications received, number of participants by county, and any allegations of misuse relating to elections for the qualified worker confidentiality program.
