Prohibits sellers from increasing prices more than 10% on essential goods and services (food, medical supplies, building materials, gasoline, etc.) for 30 days following a declared state of emergency or local emergency, with exceptions for documented cost increases.

Extends the 10% price cap to 180 days for contractors providing repair, reconstruction, or emergency cleanup services during declared emergencies.

Limits hotel and motel rate increases to 10% for 30 days following emergency declarations, and prohibits rental housing price increases exceeding 10% during the same period, unless increases are contractually agreed or due to repairs/additions.

Excludes newly constructed housing issued a certificate of occupancy within 3 months before or during an emergency declaration from rental price restrictions.

Requires extensions of rental housing price restrictions lasting over one year to include findings that emergency conditions necessitate the restrictions to prevent excessive rent increases; mandates Office of Emergency Services post proclamations and declarations on its website before penalties become enforceable.
