Creates the Allied Behavioral Health Board within the Department of Consumer Affairs to license and regulate substance use disorder counselors, transferring oversight authority from the State Department of Health Care Services.

Requires applicants for a substance use disorder counselor license to obtain a master's degree in alcohol and drug counseling or related field and pass specified national certification examinations.

Establishes a two-year renewable license valid upon passing criminal history review, with exceptions allowing waivers for certain convictions if applicant meets rehabilitation and public safety criteria.

Prohibits use of the title "Licensed Alcohol Drug Counselor" without board licensure, with violations subject to administrative penalties up to $1,000.

Becomes operative only upon legislative appropriation of funds from a 2022 Purdue Pharma settlement agreement with sufficient funding to implement the chapter.
