CA SB1135

Establishes the California Youth Cardiac Screening Pilot Program to provide free cardiac screening for pupils in grades 5-12 during the 2022-23 to 2024-25 school years, funded upon legislative appropriation.

Requires cardiac screening to include a cardiac risk assessment of warning signs and family history consistent with American Heart Association and American College of Cardiology recommendations, with electrocardiogram testing for pupils showing risk factors.

Pupils found at risk for sudden cardiac arrest after testing must be referred to a physician and surgeon for further evaluation.

Department may administer the program directly or contract with a nonprofit organization, which must report annually on number of pupils screened, cardiac referrals, demographic diversity, and program effectiveness to the Department of Finance and legislative committees.

Program automatically repeals on January 1, 2026, and appropriated funds do not count toward the state's minimum funding obligation to school districts under the California Constitution.
