Expands environmental review requirements for air districts and water boards to include analysis of compliance methods when adopting rules reducing greenhouse gas emissions, criteria air pollutants, or toxic air contaminants, in addition to existing pollution control equipment requirements.

Allows use of focused environmental impact reports for pollution control projects if the project meets labor requirements including prevailing wage payments and use of skilled and trained workforce for apprenticeable occupations in building and construction trades.

Requires public agencies undertaking projects to either pay prevailing wages, enter into project labor agreements, or require contractors to use skilled and trained workforce; requires private entities to certify prevailing wage compliance or skilled workforce use with monthly reporting to the lead agency.

Establishes civil penalties of $10,000 per month for applicants failing to provide compliance reports and $200 per day per worker for contractors failing to use skilled and trained workforce.

Exempts bill from state reimbursement requirements under California Constitution Article XIII B, Section 6.
