Employment Development Department (EDD) must conduct a feasibility study examining the extension of unemployment insurance benefits to self-employed individuals.

Feasibility study must address the feasibility of including self-employed individuals in the existing unemployment insurance structure, appropriate financing mechanisms, and benefit determination structures.

Study must include examination of fraud mitigation considerations and documentation and tracking requirements necessary for self-employed coverage.

EDD must complete and submit the feasibility study to the Legislature and Senate Committee on Labor, Public Employment and Retirement by December 1, 2023.
