Requires the California Health and Human Services Agency to establish an internet website by July 1, 2023, providing information on abortion services, including provider locations, legal rights, practical support services (airfare, lodging, transportation, childcare), and payment assistance options.

Website must include medically accurate information, combat misinformation, and be accessible with mobile capabilities and compliance with federal accessibility standards (Section 508 of the Rehabilitation Act).

Website content must be translated into Spanish, Chinese, Tagalog, Vietnamese, and Korean, reviewed and updated at least every six months, but shall not include individual abortion provider names or locations.

Requires the Department of Health Care Access and Information to evaluate the Abortion Practical Support Fund grant program and report findings to the Legislature annually beginning January 1, 2025.

Establishes legislative intent to support access to abortion in California and build upon the state's commitment to be a reproductive freedom state.
