Establishes the California Acute Care Psychiatric Hospital Loan Fund to provide zero-interest loans to county and city/county applicants for constructing or renovating acute care psychiatric hospitals, psychiatric health facilities, or psychiatric units in general acute care hospitals.

Requires the California Health Facilities Financing Authority to develop loan applications available by January 1, 2024, with initial preliminary applications due by April 1, 2024.

Prioritizes loan approval based on unmet psychiatric bed needs, local matching funds (20-50% depending on project size), medically underserved regions, and geographic diversity across the state.

Requires loan recipients to maintain and operate facilities throughout the loan's life, with funds not encumbered within 36 months returning to the loan fund.

Directs the authority to report to the Department of Finance and legislative budget and health committees within two years on loan recipients, geographic distribution, dollar amounts, and loan terms.
