Requires operating agencies to complete water efficiency and quality assessment reports for all state agency buildings and public school buildings by January 1, 2027, with phased timelines for agencies managing multiple buildings.

Assessment reports must identify noncompliant plumbing fixtures and appliances, evaluate lead contamination in potable water systems, and determine if cooling tower systems have Legionella management programs.

Mandates replacement of noncompliant fixtures and appliances with water-conserving alternatives and installation of certified filters for lead-contaminated water systems, subject to available dedicated funding.

Requires implementation of Legionella management programs for buildings over 10 stories with cooling tower systems within one year of report completion, with annual reviews and public notification if contamination levels exceed 1,000 CFU/mL.

State Water Resources Control Board must adopt implementing regulations by January 1, 2024, and compliance funding does not count toward California's constitutional school funding obligations.
