Adds Section 26050.6 to the Business and Professions Code to exempt state cannabis licenses from California Environmental Quality Act (CEQA) review under specific conditions.

CEQA does not apply to state license issuance for commercial cannabis activity if the local jurisdiction has either: (1) approved the project and adopted a negative declaration or certified an environmental impact report with a filed notice of determination, or (2) approved the project as compliant with a local cannabis ordinance for which an environmental impact report was certified and the project creates no new impacts.

Requires the local jurisdiction's determination to be final and not subject to pending judicial review for the CEQA exemption to qualify.

Department of Cannabis Control must determine whether projects satisfy the exemption requirements.
