Requires the State Department of Public Health to develop a real-time, internet-based database operational by January 1, 2024, to track beds in inpatient psychiatric facilities, crisis stabilization units, residential community mental health facilities, and licensed residential substance abuse recovery facilities.

Database must include facility contact information, license type, types of treatment provided, whether beds are secure, appropriate diagnoses and age ranges, and bed availability status.

Database must enable searches to identify beds appropriate for individuals in mental health or substance use disorder crisis.

Excludes state hospitals under the State Department of State Hospitals from database inclusion.

Requires consultation with the State Department of Health Care Services, State Department of Social Services, and stakeholder groups including the County Behavioral Health Directors Association, California Hospital Association, and consumer/family organizations during database development.
