CA SB1160

Adds Section 68130.6 to Education Code to extend nonresident tuition exemptions to nonimmigrant students at California State University and California Community Colleges who meet existing residency requirements.

Defines "nonimmigrant student" as dependents of E, H, or L visa holders, or F-1 visa holders age 21 or older who are former dependents of E, H, or L visa holders.

Allows nonimmigrant students exempt from nonresident tuition to be reported by community college districts as full-time equivalent students for apportionment purposes.

Updates Section 68130.7 to include new Section 68130.6 in provisions protecting California Community Colleges, California State University, and University of California from money damages or retroactive relief if courts find the nonimmigrant tuition exemption unlawful.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to Government Code Part 7.
