Exempts certain state park system land acquisitions from State Public Works Board approval if the Department of Parks and Recreation determines no additional state resources are needed to manage the property.

Requires a Phase I Environmental Site Assessment be completed on the property with no recognized environmental conditions identified before an acquisition can qualify for the exemption.

Amends Section 15853 of the Government Code to add these exemption conditions while preserving existing acquisition procedures for transactions that do not meet the specified requirements.

Maintains all other State Public Works Board approval requirements for state park system acquisitions that do not meet both exemption conditions.
