California Transportation Commission must conduct a study on the state's toll roads regarding their impacts on toll users and nearby communities

Study must evaluate total public costs and timeframes compared to similar state highways, effects on traffic patterns, disproportionate burden on communities, economic impacts, and effects on transportation of goods and services

Study must be conducted in consultation with regional transportation agencies and impacted local agencies

Commission must submit report to Senate Transportation Committee and Assembly Transportation Committee by January 1, 2025

Report requirement expires January 1, 2028
