Approves agreements between the state employer and State Bargaining Units 2, 7, 9, 10, 12, and 13, dated September 28-October 1, 2021, including provisions requiring fund expenditures.

Appropriates $27,005,000 total for state employee compensation: $8,009,000 from the General Fund, $12,727,000 from special funds, and $6,269,000 from nongovernmental cost funds.

Requires that agreement provisions needing funds will not take effect unless the Legislature specifically appropriates funds for them, with either party able to reopen negotiations if funds are not appropriated.

Allows agreement provisions to become effective if approved by the Legislature through any legislation, not just the annual Budget Act.

Takes effect immediately as a budget-related appropriations bill.
