Requires electrical corporations to annually report to the Public Utilities Commission on changes to in-service dates of transmission and interconnection facilities for renewable energy and energy storage resources with executed interconnection agreements, identifying reasons for any delays.

Requires the PUC's annual legislative report on renewable energy compliance to include a systemwide assessment of delays to interconnection or transmission approvals for renewable energy and energy storage resources.

Adds transmission to the list of factors the PUC must consider when reviewing integrated resource plans to ensure load-serving entities meet energy and reliability needs while reducing the need for new generation and transmission resources.

Approved by Governor September 2, 2022; contains no state reimbursement requirements for local agencies or school districts.
