Requires the Department of Resources Recycling and Recovery to strengthen the California tire tracking system to more precisely quantify used tires flowing from California and other states into Baja California and Sonora, Mexico.

Directs the department to work with United States Customs and Border Protection to obtain detailed data on California used tire exports to Baja California, Mexico, including exports of wrecked vehicles for auto dismantlers.

Revises the California Uniform Waste and Used Tire Manifest requirements to allow manifests in paper or electronic format, with haulers required to keep manifests readily accessible during transportation.

Requires waste and used tire facilities to verify manifest information is correct at the time of transfer in a manner determined by the department, and authorizes the department to mandate electronic manifest formats.

Increases maximum civil penalties for violations from existing amounts to $25,000 per violation or per day of continuing violation in civil actions, and up to $5,000 per violation in administrative proceedings.
