Requires courts in family law proceedings to provide self-identified veterans with a list of resources for veterans and information on contacting the local Department of Veterans Affairs office, effective January 1, 2024.

Allows veterans to voluntarily file a Judicial Council military service form with the court to disclose their veteran status, and requires the court to transmit the form to the Department of Veterans Affairs, which must contact the person within a reasonable time.

Authorizes the Judicial Council to develop necessary rules and forms to implement veteran resource provisions on or before January 1, 2024.

Requires courts to provide parents, legal guardians, or relatives with a list of local mental health treatment resources if mental illness is found to be a factor in custody determinations, effective January 1, 2024.

Mandates courts to state in writing or on the record their reasons for considering a parent's, legal guardian's, or relative's mental illness history in custody decisions, while preserving the court's primary concern for child health, safety, and welfare.
