Establishes the Statewide Imagination Library Program under the State Librarian to encourage children from birth to age 5 to develop a love of reading and learning.

Creates the continuously appropriated Imagination Library of California Fund to provide age-appropriate books monthly at home to registered children at no cost to families through Dolly Parton's Imagination Library.

Requires fund allocation to qualified local entities that agree to a dollar-for-dollar match, with State Librarian authority to waive the match requirement on a case-by-case basis.

Mandates State Librarian coordination with a nonprofit 501(c)(3) entity to promote local programs, recruit volunteers, solicit donations, and conduct public awareness campaigns.

Requires annual reporting to the Legislature beginning January 1, 2028, on fund deposits and expenditures, local programs, match waivers, enrollment numbers, and books distributed.
