Authorizes healthcare providers and health care service plans to disclose medical information to school-linked services coordinators with written patient authorization complying with the federal Health Insurance Portability and Accountability Act of 1996.

Defines "school-linked services coordinator" as an individual on a school campus or under contract with a county behavioral health provider agency who holds specified credentials including pupil personnel services credential, school nurse credential, marriage and family therapy license, educational psychology license, or professional clinical counseling license.

Allows disclosure for treatment and health care operations and referrals of students and their families by school-linked services coordinators.

Contains operative clause that Section 1.5 becomes effective only if both this bill and Assembly Bill 2526 are enacted before January 1, 2023, with this bill enacted after AB 2526; otherwise Section 1 applies.
