Prohibits local jurisdictions from adopting or enforcing regulations that prohibit retail sale by delivery of medicinal cannabis to qualified patients and primary caregivers, effective January 1, 2024.

Prevents local restrictions on the number of medicinal cannabis businesses, operating hours, sales frequency, types/quantities of products, or physical premises that would effectively block timely and accessible medicinal cannabis delivery.

Allows local jurisdictions to maintain reasonable regulations on delivery sales including zoning, security, public health and safety, licensing, and tax collection requirements.

Permits enforcement through writ of mandate actions brought by medicinal cannabis patients, primary caregivers, medicinal cannabis businesses, the Attorney General, or other authorized parties.

Does not affect local authority to regulate adult-use cannabis or other commercial cannabis operations beyond medicinal cannabis retail delivery.
