Authorizes the State Water Resources Control Board to provide reduced or 0% financing (rather than only for specific community types) to further the purposes of the Safe Drinking Water State Revolving Fund Law of 1997, subject to federal law authorization.

Removes the requirement that water systems serve a "severely disadvantaged community" to receive up to 100% grant funding or principal forgiveness, expanding eligibility to other water systems.

Deletes the limitation that grant or principal forgiveness can only be provided to community water systems and not-for-profit noncommunity water systems when unable to repay full financing costs.

Removes restrictions on financial assistance to water corporations regulated by the Public Utilities Commission.

Defines "community water system" for purposes of the Safe Drinking Water State Revolving Fund Law of 1997 by reference to Section 116275.
