Authorizes the Department of Motor Vehicles to satisfy mailing and notification requirements through electronic notifications (including email) if the person consents, can withdraw consent, and the DMV records show no withdrawal of consent prior to sending.

Allows the DMV to use email or electronic delivery addresses provided by recipients for any notices or mailings required under Vehicle Code provisions.

Permits the DMV to require a new photograph at the time of vehicle salesperson license renewal, in addition to the initial photograph required for license issuance.

Establishes that electronic notification is complete upon sending, while mail notifications remain complete after four days of mailing (or 10 days for offense notices).

Authorizes the DMV to adopt regulations to implement electronic notification procedures and allows persons to notify the DMV of changes to their electronic delivery address.
