Expands the definition of "STA-eligible operator" under the State Transit Assistance Program to include the Anaheim Transportation Network for purposes of funds allocated based on transit operator revenues.

Requires the Anaheim Transportation Network to revise its bylaws to increase transparency and accountability, including providing for appointment of its board of directors by the Anaheim City Council, to qualify as an STA-eligible operator.

Maintains that only STA-eligible operators are eligible to receive STA program funds allocated by transportation planning agencies, county transportation commissions, and the San Diego Metropolitan Transit Development Board.

Allows STA-eligible operators to suballocate received funds to entities operating local community transit services that are otherwise ineligible to directly receive such allocations.
