Authorizes beer manufacturers licensed in California or other states to obtain a beer direct shipper permit and sell beer directly to California residents 21 years or older for personal use and not for resale.

Requires beer direct shipper permitholders to file an application with the Department of Alcoholic Beverage Control, obtain a seller's permit or register with the California Department of Tax and Fee Administration, and provide proof of current alcoholic beverage licensing.

Mandates that beer shipped to California consumers be in containers labeled with "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 YEARS OR OLDER REQUIRED FOR DELIVERY" and requires carrier signature verification from someone 21 or older.

Prohibits out-of-state beer manufacturers from shipping directly to California consumers without a permit, making violations of this provision a misdemeanor under Section 25617.

Requires out-of-state permitholders to report annual beer shipment volumes to the department, pay applicable sales, use, and excise taxes, and comply with the California Beverage Container Recycling and Litter Reduction Act.
