Extends steelhead trout fishing report-restoration card program to January 1, 2025 (previously expired July 1, 2022) and requires department report to Legislature by July 1, 2023 on program projects and benefits.

Renames "Eden Landing Ecological Reserve" to "Congressman Pete Stark Ecological Reserve at Eden Landing" without requiring Fish and Game Commission approval.

Changes annual apiary registration fee from $10 to maximum $250 paid to Secretary of Food and Agriculture (instead of county), applies to brokers, and continuously appropriates collected funds for administration and enforcement.

Authorizes Director of Pesticide Regulation to establish pest control license and certificate categories and requires 3-year renewal periods for pest control operations licenses beginning January 1, 2025.

Modifies mercury thermostat manufacturer payment obligations to September 30 annually (from March 30), requires additional payment for costs incurred January 1-June 30, 2022, extends repeal date to January 1, 2033, and establishes Mercury Thermostat Collection Program Fund with specified uses.
