Legislature intends for all state agencies to achieve net-zero greenhouse gas emissions from their operations by January 1, 2035, or as soon as feasible thereafter.

Department of General Services must publish an annual inventory of state agency greenhouse gas emissions (Scope 1 and Scope 2) starting July 1, 2024.

Department of General Services must develop a comprehensive plan by January 1, 2026 describing required actions, investments, and cost estimates for achieving net-zero emissions, with updates every two years beginning June 30, 2028.

State agencies must incorporate net-zero emissions actions and investments into their sustainability roadmaps and future budget proposals, subject to legislative appropriation.

Department of General Services must report to the Legislature biennially beginning December 31, 2027 on progress toward the net-zero goal, including barriers and recommended legislative actions.
