State Water Resources Control Board must develop and adopt regulations governing how climate change effects are considered in water availability analyses for water rights permit applications

Regulations must address climate change impacts on watershed hydrology, including drought extremes, floods, and groundwater-surface water interactions

Board must consult with Department of Water Resources, Department of Fish and Wildlife, qualified hydrologists, climate change scientists, potential applicants, and other interested parties when preparing regulations

Board cannot refuse to accept, delay processing, or delay approval of permit applications based on the regulations not yet being adopted

Regulations do not limit the board's existing authority to require applicants to submit information under Water Code Sections 1260 or 1275
